Guest Blogger: Rep. Joe Barton (R-TX) Obama’s Health Care Promises

When President Obama spoke to Congress on his health care plan, I was thinking about the 16-day stretch in July during which his bill was being assembled on Capitol Hill. That’s because so much of what he told us, whether about deficits, illegal aliens or abortions, seemed at odds with what the Congress is doing in his name.

“I will not sign a plan that adds one dime to our deficits – either now or in the future,” the president said. He was unequivocal, and I applaud his promise, but the Congressional Budget Office reports that the Obama health care bill making its way through the House, H.R. 3200, will add $220 billion to the U.S. budget deficits over 10 years. A new report issued on Sept. 9 by the Peterson Foundation found that it will create an additional $1 trillion in deficit spending between 2020 and 2029.

The conclusion? The president says he won’t sign anything with a deficit, but record-breaking federal budget deficits form a prominent, permanent part of his party’s health care plan, so we’ll see.

The president also said that “not a dollar of the Medicare Trust Fund will be used to pay for this proposal.” What the House is doing is rather different. H.R. 3200 cuts $400 billion from the Medicare program to finance this new proposal. A Republican amendment directing that any savings to the Medicare program be used solely to improve the access and affordability within Medicare was defeated with just one Democrat voting for it.

So it’s hard not to conclude that contrary to what the president said he wants, many Medicare dollars will be used to pay for the Obama health care program.

Similarly, the president promised straightforwardly that “if you are among the hundreds of millions of Americans who already have health insurance through your job, Medicare, Medicaid or the VA, nothing in this plan will require you or your employer to change the coverage or doctor you have.”

Analysts at the Lewin Group, however, estimate that 80 million people would lose their employer-sponsored health insurance under the House bill. The amendment ensuring that existing health plans continue to provide coverage to their enrollees was defeated along party lines, with only three Democrats voting to make certain that people can keep their existing coverage.

Again, the president’s comforting words are unsupported by his party’s actions in Congress. If their bill passed today, the only thing saying you won’t see a doctor you like or insurance coverage you want to keep is a line in a speech.

Much the same is true with illegal aliens: “The reforms I’m proposing would not apply to those who are here illegally,” President Obama says. Yes, the House bill contains no provision where people would have to demonstrate whether they were here legally in order to sign up for government-run health care. And yes, the president’s party voted down the amendment to require that applicants for the welfare program, Medicaid, actually verify their citizenship.

The statements of any politician, no matter how prominent, have no force of law their own and, once again, this statement by the president is unsupported by any provision of his health care legislation.

Finally, the president told us that, “under our bill, no federal dollars will be used to fund abortions.” In fact, the bipartisan amendment to his bill which would have barred taxpayer dollars from subsidizing abortions failed when every Republican, but too few Democrats, supported it. The inescapable conclusion is that taxpayer-funded abortions are not disallowed.

President Obama has made some forthright and specific promises about what his health care package will and will not do, but simply saying so doesn’t make it so. He has a big job ahead convincing his congressional supporters to match their actions to his stirring words. I hope he succeeds, and I’m ready to help him.

    Health care should not be controlled by government. We do not need a complete health care overhaul. If a battery goes bad in a car you do not overhaul the whole car, you just change the battery.

    There is an "indigent program" for the poor to receive health care. Children up to the age of 20 receive health, dental & eye care. Adults 65 & older receive medicare. Disabled persons receive health care through, insurance, workers' comp. or medicare, etc.

    Persons receiving medicare do not receive dental or eye care & if this outrageous health care bill goes through then everyone receiving medicare will loose a lot of the benefits they receive now. (Not to mention their lives when they can't receive the treatments they really need as in this bill because of their age.)

    We don't need "health care overhaul" as much as we need a patch for the people between the ages of 21 to 64. Namely, the working class people who pay toward medicare out of their paychecks each time they get paid then can't afford their own health insurance if their jobs do not offer it to them.

    The work force could take care of their health care if there were plenty of jobs. More people could then afford health insurance. A lot of people can afford health insurance but are healthy & choose not to have the coverage & this is their freedom of choice. With this new bill this freedom is about to be taken away.

    There are others who do not have a job because jobs aren't available & were laid off. Their health insurance should be continued with their unemployment benefits. There are also many who choose not to work. They do not want a job but they want the government to pay for their health care and this group is hurting everyone.

    Nursing homes are draining medicare by charging entirely too much. This is an area that trully does need to be revamped. A resident gets half of a room, a half bed, have to provide their own chair, their own bed covers, television, etc., then have to turn over their social security to the nursing home then medicare pays over $3500.00 a month per resident. Residents certainly do not receive the amount of care that they really do deserve. Nor do the nursing homes pay their nurses aides or their help very much so where does the medicare money really go after being paid to the nursing homes?

    Abamacare should not be used to label President Obama health care plan. A much better label would be Americare. As that is what it should be. All Americans should have good quality health care. every civilized nation in the world has health care where no one ever worries that they may go bacnkrupt if they get sick, so why should America be the only western nation in the world where this happens by the millions. Being 71 years old I have Medicare so why not every citizen have a similiar health care coverage. Think of the trillions of dollars in saving when you no longer have to pay health insurance and /or liability insurance premiums. Medicare overhead cost amount to 3%,wheras Insurance Compaines overhead average cost amount to 35%.,Wheras CEO;s walk away with 125Million dollar paychecks all the while planning to increase his next yars paycheck to 140Million bucks. Medicare for all is my hope but

    1sonny. Try this on, I do not know you but I will pay for your Health Insurance, because I will pay for it, I of course get to chose your medical care. Where, when and if. I too receive Medicare, that I have & am paying for. American Health Care needs reform, but so does the Insurance Industry, financial industry, our Legislature, to name a few, but none of this will happen when the fox is guarding the hen house, and we elect criminals to set rules and interpret the rules. Your CEO example reminds me off our local Fire Department, where 10 retired captains, retired with an average $250,000/ year, I can't move from the district, but I can sure chose not to by the widget made by the CEO'S company, and let the company fail. Our country was founded on certain principals that are no longer acknowledged or held in high esteem by us or our "Leaders", and until we get our moral compass trued, no corrections are seen in the future.
