November 18, 2009Advisory Health Panels Good, Obama’s Super MedPac Bad
Women in their 40s should stop routinely having annual mammograms and older women should cut back to one scheduled exam every other year, an influential federal task force has concluded, challenging the use of one of the most common medical tests.
…
“We’re not saying women shouldn’t get screened. Screening does saves lives,” said Diana B. Petitti, vice chairman of the U.S. Preventive Services Task Force, which released the recommendations Monday in a paper being published in Tuesday’s Annals of Internal Medicine. “But we are recommending against routine screening. There are important and serious negatives or harms that need to be considered carefully.”
It’s one thing to have a task force issue a recommendation that people and groups can adopt or not adopt (and there are strongly held views on both sides of the screening-at-40 issue), but quite another if some task force can just change what is or is not available in most plans – which is exactly what would happen if President Barack Obama’s Super MedPAC proposal became law. But experts say that in addition to the benefits that you’re pushing, there is going to have to be some sacrifice in order for there to be true cost-cutting measures, such as Americans giving up tests, referrals, choice, end-of-life care.
When you describe health-care reform, you don’t — understandably, you don’t talk about the sacrifices that Americans might have to make. Do you think — do you accept the premise that other than some tax increases, on the wealthiest Americans, the American people are going to have to give anything up in order for this to happen?
PRESIDENT OBAMA: They’re going to have to give up paying for things that don’t make them healthier. And I — speaking as an American, I think that’s the kind of change you want. (more…)

June 29, 2009Senate Finance “MedPAC” Health Proposal Needs Savings Guarantee
The Senate Finance Committee may apparently include a provision in its health coverage legislation that would allow a little-known advisory commission known as “MedPAC” to make changes in Medicare and other parts of the health system that would go into effect unless Congress explicitly objects. The aim is to achieve significant savings in the program to help finance coverage expansions for working families in a way that reduces the likelihood that future Congresses will renege on promised entitlement savings.
