Fix Health Care Policy

The Health Care Nuclear Option is still the stated plan to get Obamacare to the President’s desk. The latest wrinkle is designed to allow pro-life Democrats to vote for the Senate’s taxpayer funded abortion language while still claiming they never voted for taxpayer funded abortions. Don’t be fooled.

First, let’s be clear that the Senate bill allows tax dollars to be used for abortions. According to Chuck Donovan of The Heritage Foundation, the Senate passed Obamacare bill funds abortion in several ways, even creating an appropriation for Community Health Centers that contains no restriction on abortion subsidies. If the Senate version of Obamacare is passed by the House and sent to the President, then the House has consented to the federal funding of abortion. (more…)

In yesterday’s White House health care summit, Americans heard some talk of “reconciliation” being used to pass health care through Congress, but the true purpose and history of the procedure is likely something of a mystery to most folks, except for a few inside-the-beltway wonks.

In this video, Heritage’s Director of Senate Relations, Brian Darling, explains that reconciliation – otherwise known as “the nuclear option” – is a procedural end-run around the will of the American people.

The President’s new version of Obamacare, and his method of passing it, are not popular with the American people. Dubbed the Health Care Nuclear Option, this tactic will only further anger the American by sidetracking the filibuster in the Senate and creating an even more highly charged partisan atmosphere in Congress. The content of Obamacare, and the strategies being employed to pass it, violates one of our nation’s core first principles: the consent of the governed. Our Republic is not a democracy where bare 51 vote majorities rule. Throughout our nation’s history most major legislative changes in Washington have historically been bipartisan and President Obama’s effort clearly falls short of that tradition.

The Health Care Nuclear Option, also known as reconciliation, is being considered by liberal politicians to insure that Obamacare makes it to the President’s desk by Easter. According to The New York Times, the plan is to have the President submit reconciliation legislation to be posted on the internet this weekend. The legislation will be crafted in a manner so that it can be passed using special reconciliation procedures created solely to enact laws to reduce the deficit as part of the annual budget. The next step is for the President to conduct his half day bipartisan summit at the Blair House on February 25^th. With that faux-bipartisan stunt over with, the President will be free to pass legislation in a partisan manner that tosses aside the regular rules of business in the Senate.

On February 25th, the White House has proposed a bipartisan, half-day televised summit on health care. It is unclear as to whether this is a publicity stunt by the Obama Administration or a good faith effort to negotiate with Republicans to come up with a bipartisan health care reform bill. The Washington Post reports today many Republicans are pushing back and urging the White House to scrap Obamacare as a precondition to any negotiation. House Minority Leader John Boehner (R-OH) and Whip Eric Cantor (R-VA) sent a letter to White House Chief of Staff Rahm Emanuel objecting to the House and Senate versions of Obamacare being the base line bills of the negotiations. Hopefully, this summit meeting is more than the President checking off a campaign promise to have all health care negotiations on C-SPAN.

With the victory of Senator-elect Scott Brown (R-MA), Democrats are turning to a secret “Nuclear Option” to push ObamaCare through the Senate and avoid a Republican filibuster. Now it appears, though, that Republicans have a procedural tactic of their own to fight back.

The Hill reports today that “Republicans say they have found a loophole in the budget reconciliation process that could allow them to offer an indefinite number of amendments. Though it has never been done, Sen. Jim DeMint (R-S.C.) says he’s prepared to test the Senate’s stamina to block the Democrats from using the process to expedite changes to the healthcare bill. Experts on Senate procedural rules, from both parties, note that such a filibuster is possible.” A close reading of the rules allows for unlimited numbers of amendments to a reconciliation package after debate is complete.

Leaders in the House and Senate have a new secret plan to pass President Barack Obama’s sweeping health care plan using strong arm tactics and no transparency.

I wrote back in September that Congress had a plan to ram through ObamaCare by the end of the year, but the American people stopped that plan. Public outrage was amplified by Rush Limbaugh and others in the media who took up the cause to educate Americans about Congress’ plan to railroad the unpopular bill through Congress with little debate and no opportunity for dissent. Cooler heads prevailed and Congress stopped efforts to sneak the bill through Congress. (more…)
